Chevrolet: battery charging system, chevy cavaleir, fuse box

Question
I have a 1990 chevy cavaleir. We have replaced the alternater and battery, but i am only get a charge of 11.5 volts. i've check wiring/connections. now i am stumped. any help in solving this problem is much appreciated.

Hi Drake;
       I wonder,did you check for a short someplace , as the amount of charge that you have is going to kill the battery soon, is there something on or did you change anything lately , check the fuse box and all relays , and lamps,etc, as I think that you have a drain from some place,
and did you test the charging system from the alt. or battery.you should do it in both places as if it is comming from the alt. at only 11.5 volts than that alt. is not working right. so I would test it again ok.
