Ford: abs on Ford, abs light, ford dealer

my neighbour's car is 5 years old and she had the abs light come on.  Went to her Ford dealer and they said she needs whole new system.  It'll be almost thousand pounds when all done. Should she get another opinion and is this normal?

Unfortunately it is common.

We see a couple ABS module failures $$ each month on various vehicles.
But I would suggest a second opinion as dealers , sometimes choose to replace more than is absolutely necessary, and can even make an error in diagnostics.

I am not sur ewhat the rules are there, but here and in the US, there is no requirement to have the ABS functionable.
Some folks opt to simply cover over or remove the light.  This leaves the vehicle as Pre-ABS maodels as were available up to the 1980's.
Just be sure that they try a few panics stops to be prepared for how the braking differs.
