Ford: Ford F150 1991 5.0, neutral safety switch, starter solenoid

Question
I have high resistance in the wire (that activates the solenoid) running to the starter solenoid from the system when the ignition switch is in the START position. The older trucks ran from the neutral safety switch to this connector. Not having a schematic I don't know where this wire originates. Where does this wire originate? I am showing 7.4VDC with ign swt in START. Thank you.
