Ford: Ford Explorer 1998 Signal Flasher, signal lamps, digital multimeter

Question
My signal flasher and hazard flasher is intermittent.  SOmetimes it flashes sometimes it just gives a green glowing light.
I want to replace the flasher and see if it is that simple but cannot find the flasher.
Where is it?

DO you think this is my problem, or is it in the switch in the steering column?
Thanks.

Pinpoint Tests

PINPOINT TEST L: THE TURN SIGNAL LAMPS ARE NEVER ON
CONDITIONS DETAILS/RESULTS/ACTIONS
L1 CHECK THE FUSE

Fuse Junction Panel Fuse 10 (7.5A)

Is the fuse OK?
Yes
REINSTALL the fuse. GO to L2 .

No
REPLACE the fuse. TEST the system for normal operation. If the fuse fails again, CHECK for short to ground. REPAIR as necessary.
L2 CHECK THE VOLTAGE TO THE INDICATOR FLASHER

Indicator Flasher C214

Measure the voltage between indicator flasher C214-5, circuit 8 (O/Y), and ground.

Is the voltage greater than 10 volts?
Yes
GO to L3.

No
REPAIR circuit 8 (O/Y). TEST the system for normal operation.
L3 CHECK CIRCUIT 44 (LB) FOR SHORT AND OPEN

Multi-Function Switch C217

Measure the resistance between multi-function switch C217-44, circuit 44 (LB), and indicator flasher C214-1, circuit 44 (LB); and between multi-function switch C217-44, circuit 44 (LB), and ground.

Is the resistance less than 5 ohms between the multi-function switch and the indicator flasher, and greater than 10,000 ohms between the multi-function switch and ground?
Yes
GO to L4.

No
REPAIR circuit 44 (LB). TEST the system for normal operation.
L4 CHECK THE MULTI-FUNCTION SWITCH CONTINUITY

Place the multi-function switch in the left turn position.

Measure the resistance between multi-function switch terminal 3 and terminal 44 (component side).

Is the resistance less than 5 ohms?
Yes
REPLACE the indicator flasher. TEST the system for normal operation.

No
REPLACE the multi-function switch. TEST the system for normal operation.
