i have checked all the hardware, but can not locate the relays to test them

RABS I system, the module is located in the cab to the right of the break pedal and under the upper dash panel. On RABS II systems, the module is located in the cab directly behind the glove box. I will have to assume that you have a manual to check all the codes that may come up when you check the rlays. If you do not, I recommend that you go to your local Auto Zone, Advanced Auto , Napa or other reputable auto parts store and purchase a Haynes Repair Manual for the make, model and year of your vehicle as there are a lot of codes and it will tall you what pins to touch and so forth. You must be very careful when testing this. If you are not and you accidentally cross connect the wrong pins you will ruin your system and this would cost about 500 bucks. The easiest way to do this is to take your vehicle to a reputable auto repair shop and have them place your vehicle on a scan tool. Hope that this helps and good luck.
