Ford: Ford F150 no start, manual tranny, ford f150

Question
I'm working on a 1990 ford f150 with a 302, manual tranny. I have good spark and fuel to the fuel rail. I had the control module tested and it failed. I replaced it and still no start. I have checked to make sure the timing is on. Seems to act as if it is flooded or even not getting fuel to the cylinders. Not sure what to do next. I checked for codes but due to the fact that they ran the battery dead all codes if any where gone. Have any ideas. Thanks

Answer
try removing a spark plug to see if it is gas fouled. if the plugs are wet with gas then you have to clean them off with brake cleaner then blow them off or replace all the plugs.remove one of the plug wires to see if you are also geting spark at the end. let me know
