GM-GMC: 1993 grand am dtcs, obd ii, jumper wire

I'v been told that you can turn the car on and off a certain number of times and a light on the dash will blink a troubleshooting code. Is this true and if so how do you do it. My grand am will not start, but I'v replaced the neutral switch and rebilt the starter. I tested the starter out befor putting back in and it still won't start or try to turn over. The battery is new and all the wires are in there place. Any help would be very appreciated.

My experience with OBD systems is the first type, which was replaced in 1996 by OBD-II, and my vehicles are 1985 Toyotas.  I use a jumper wire, across two terminals on the diagnostic connector, to make the "Check Engine" light flash.  I do not know what the procedure is for your vehicle.

OBD-I does not provide anything more than a few emission and fuel injection related faults.  It does not provide codes for starting problems and OBD-I systems reset when the battery is disconnected.

If you cannot get the starter to turn the engine over, you need to find out if the ignition switch is working correctly.  The switch sits above the steering column at its lower end as is connected to the key cylinder by a metal rod.
