GM-GMC: 1999 GMC Safari Fuel Pump, fuel pressure regulator, gmc safari

I'm trying to diagnose my starting system.

If I squirt starter fluid into the manifold the engine starts and runs fine. However, if I attempt to start the engine without starter fluid, I must crank the engine 10-12 times before it starts. After it is started, it runs great. It even starts normally if it doesn't sit too long(1 hour). But the longer I let it sit, the harder it is to start.

The fuel pump seems to have good pressure(disconnected fuel filter to visually check pressure).

Could this be an electronic problem,i.e., fuel pump relay? Any advice you can provide will be greatly appreciated!

I do not specialize in new vehicles.  However, I have run across this problem before in foreign vehicles.

I would try to find the part that looks like the one shown in this URL (copy it and paste it into your browser): http://www.rockauto.com/ref/SMP/SMPDetail2.html?PR203.jpg

It is called the Fuel Pressure Regulator and I would try replacing it to see if it helps.
