Toyota: 2000 RAV4 idle issues, seafoam engine treatment, 400 bucks

I've been having sporadic issues with idle speed when starting my RAV4.  When I start it first thing in the morning, it idles with no problems at around 1200 RPM.  Sometimes if I drive it a short distance and try to start it again, the idle drops down to 0 and the engine stalls.  I have to rev the engine at about 1000 RPM for a few minutes for the engine to idle at normal levels.  My first thought was to replace the fuel filter, or have the injectors cleaned.

I took it into the shop for an expert opinion, and they said it needed a new idle speed control unit which could cost me over $400!  I'm a little weary of this opinion as my problem happens randomly, and I have no problems starting it up if my engine has cooled down.  Any thoughts would be helpful.

I'm going to have to side on the mechanics on this one Joe, they've seen the car and from these symptoms, it's what I would come to.

If you'd like to try, you can do a full tune-up and run a good fuel injector cleaner such as my fav, "Seafoam Engine Treatment" or a Lucas brand fuel injector cleaner.  As far as the unit costing over 400 bucks, does that include labor and a new unit with a warranty on both the unit and the job?

Oh yeah, do you have a "CEL" on? (Check Engine Light)
