Toyota: blown fuse on toyota camry wagon 1992, windscreen wipers, blown fuse

a few months ago, the fuse for the windscreen wipers started to blow periodically (about once a week). This started to happen more often and then the A/C fuse started blowing periodically as well (although not as often as the windscreen wipers fuse). It got to the point where the windscreen wiper fuse blew everytime I started the car (the A/C fuse didnt blow every time). I replaced the connectors on the battery, got a new battery and now, the windscreen wiper fuse is back to blowing every few days only (not every start). I took the car to an auto-electrical shop, they replaced the regulator (worn brushes) but said they coudn't find a reason why the fuse was blowing. They kept the car all day, charged me handsomely for it, I drove home and of course, the next day the fuse blew again. So now, I am back to the stage where the windscreen wiper blows every few days only. The A/C seems ok but I suspect its only a matter of time. Any suggestions would be greatly appreciated.

Hmm... Well, here's my first question.  You said they "replaced the regulator (worn brushes)".  The alternator holds the regulator.  So, my question is...  Did they change the alternator's regulator or was it the brushes?  The regulator is what makes sure the alternator doesn't destroy your battery by sending too high an electrical charge.  The brushes are a component of the alternator that help it do it's job, basically.  

My second question is: How are your grounding points?  You've got an electrical gremlin so I'm looking at anything electric.  If you tell me what engine you have, I should be able to tell you where each of the six or so grounding points are.  If I had to choose ONE important one, it's this black cable that leads from the tranny to the bottom of the battery.  If it's corroded, clean it.  Check to see if the line is damaged in any way to prevent a proper ground connection.
