Toyota: rusting oncar body edges, travel on highway, toyota corolla, car engine

I have toyota corolla 1996 model white color.It has done 112000 miles.I have two questions:-
1.Recently I saw rusting on the edges of the car door.What should I do about it.
2.The car engine runs at higher acceleration while on parking with Hand Brake on.Is it common to have more acceleration during the starting of car engine.
With such a condition is it advisable to travel on Highway with this car.

Hello!

1. bring it to a professional to have it removed and repainted (it's not easy at all to do it by yourself)
2. I'm not sure, but does it happen only when the engine is cold? if it doesn't, it is not normal, it looks like a kind of problem with ECU or the part that keeps the minimum revs stables... if it does, well warm up the engine and it will run well, no problem at all.
