Volkswagen: windshield wiper and accelarator problem, windshield wiper, wiper switch

I have a 1970 type 1 convertible that I have been overhauling.  Problem 1:  When starting after car has been sitting, the idle is full open if I press the gas pedal before turning the key.  I found each time that the idle plate that is notched on my new carburator has flipped and the notches are 180 out of alignment.  I just flip it back around and all is well.  Why is this suddenly happening?  Started when I did my last tune up (oil change and sparks)
Problem 2  My wipers stopped working.  At first they were intermittent and then suddenly stopped all together.  I removed the motor and cleaned around the brushes and lubed the links.  I jumped 12v to the motor and it started working for a few minutes but stopped again after turning them off and wouldn't restart.  I replaced the wiper switch and still nothing.  Any ideas?  The bushes were worn, but I don't think they were completley worn down.

 I believe you are referring to the Fast Idle Cam.  It is attached with a nut to the choke shaft which has a flat side that should keep it in place.  Also there is a pin sticking out of the carb upper body which goes into a curved slot in the cam.  Both of these features should keep the part from rotating out of normal operating range.
 As far as the wiper, I would look closely at the brush connecting points, wires.   Another thing, unlikely, but the springs may be weak.  Be careful about where grease is applied, this can cause more electrical problems.  Clean the armature (the rotating part) brush contact points (but I think you said you did this.)
  Unfortunately, I don't know where you might find replacement/rebuild parts, other than the entire unit.  Also 1970's motors are very pricey.  However I did find this on eBay; you may be interested, it was only $15; it is for a Squareback so check it closely to see if it will fit your application.  Go to eBay and put in the SEARCH bar 130225074312.
