hi, how to access the horn button mechanism on the steering wheel?

Not sure about Polos as we don't have them here, but usually you need to rotate the steering wheel 90 degrees to access slots on the back side for releasing the air bag module.  Disconnect the battery first and make sure you ground yourself to the body to get rid of static charge.  Wet a finger and touch the door catch.
