Volkswagen: VW Polo internal heater fan, volt ohm meter, vw polo

My 1996 1.6 Polo's heater seems to be working but the fan isn't. The fuse is blown and every time a fuse is replaced it blows. Do you think it is the motor itself or the switch and how can I check and repair?

I would first replace the switch, it's the cheapest and odds are most likely that is the problem.

If not,

I would take a volt/ohm meter.  Set it to OHMS.   Put the black lead to a good ground, and touch it to each wire on the switch.

If each wire goes to infinity, than the motor is bad.
