Volkswagen: 1995 VW Jetta wont start, vw jetta, test light

I have a 1995 Jetta, about 3 weeks ago it began having trouble starting, we thought that it was because of the heat but then in the past 3-4 days it hasn't wanted to start at all without push starting it or rolling it down a hill and the popping the clutch.  We changed the spark plugs last night, the starter is good, the battery it good...the only other thing that we can think of is that it might be the ignition switch.  Because of financial reasons we can't afford to take it in to the dealer and get it checked out.  Is there anything we can do to find out if the ignition switch is the problem, and if it is how hard is it to fix at home?

go under the bonnet, remove the small wire from the starter. use a test light or voltmeter set to 20v dc to check the switch. connect the positive side to the wire, the negative side to the battery earth. turn the ignition switch to the start position and see if you have voltage or a good light. (should get battery voltage) if not then it will require a new switch which is a difficult job.
