Volkswagen: 2001 VW Cabrio keyless remote programming, original remotes, vw cabrio

Hair pulling time!  Before I started this exercise, I had a 2001 Cabrio with two remote controls and they both worked fine - all four buttons did what they were supposed to do.  The buttons on one were disintegrating, so I purchased another remote from someone on eBay and it came with instructions on how to program the remotes.  I also have the 2001 Cabrio shop manual on CD and so have the instructions from there as well.  Following the instructions from the supplier of the new remote resulted in none of the remotes working.  Following the instructions from the shop manual resulted in my two original remotes partially working - the UNLOCK, TRUNK RELEASE, and PANIC buttons all work fine, but the LOCK buttons do not.  When I press the LOCK button, the red LED near the door lock plunger starts to blink, but the horn doesn't beep and the doors don't lock as they did prior to my starting this procedure.  So, I need to know the correct procedure to program the remotes to get things back to the way they were.  I found another procedure at this site relating to a Jetta, and that one told the user to press the LOCK button instead of the UNLOCK button as in the Cabrio manual.  What to do?

As far as i am aware, either button should work fine for programming. this is because all you are doing is transmitting a signal on a frequency. the car stores the frequency not the specific button. as for the new remote fob, the frequency changes every few months. so when ordering new fob's, you need to order it according to the manufacture date of the vehicle. so the chances are, it is operating on a frequency outside what the car pick ups. depending on the procedure etc, you may need the car code reading as it may have logged a fault causing the locking problem.
