Volkswagen: Keyless Entry 98 VW Jetta, vw jetta, 3 beeps

I have recently purchased a new remote for the Keyless entry system on my 1998 VW Jetta I followed the procedure of using 2 keys, one in the ignition and the other in the door.  I got the 3 beeps, but when I hit the button on the remote no confirmation beep is returned.  I have tried 2 remotes with no success.  Is there anything else I can try and/or replace?

Sorry for the delay!
Please let me know if your alarm goes off even though you do not get a confirmation beep.
Press the center button, and push the bumper to see if the alarm is set.
