Volvo: 1984 Volvo GL cranks but will not starts., fuel sender, wire harness


Question
I have a 1984 Volvo GL automatic 4 cylinder.  Pulled into the drive way last night turned off the engine and 10 minutes later the car would not start. Has spark at coil and spark plugs, but there is not fuel getting to the engine.  There seems the be a fuel pump problem.  Could it be the relay(s).  
the fuses are good.

Test for power at the fuel pump under the car and test the pre pump from inside the trunk at the wire harness that goes to the fuel sender. You should see one that has a fuse test that wire. Make sure that the ground wire is good. No power could mean the relay.
