Volvo: Volvo low beams, low beams, fuse block


Question
I have a volvo S60 , both lowbeam failed at the same time and I began to get a low beam failure message.  I have checked the bulbs and the fuses and all of them seem ok.  What else can be the problem?  Which relay could be bad that would effect the low beams?  (there is not key in the fuse box) How do you know if a relay is bad?  Is there anything else that I'm missing?

Both bulbs test good? Fuses in the car number one and two are for the low beams. Fuse 7 under hood is protection for the interior fuses. Relay CMI 7 is for the low beams. That is in the fuse block inside the car. Test with another like relay to verify if it is faulty. There should be other relays like it in the box to swap. Headlamp switch maybe faulty.
