Volvo: getting car into program mode 98 v70 xc, v70 xc, programming area

I just bought a key less remote to lock and unlock the doors/trunk.  I need to get my 98 v70 xc into program mode to actually program the remote.  I am turning  it on and off 5 times (I'm not starting the car) just until the dash lights come on.  I think I'm not getting the car into the program mode. please help.

Take it to the nearest shop that has the Volvo scan tool so they can access the systems programming area. You will also need the PIN number to access and add the new remote. If you do not have the PIN take the car to a dealer to have them do the programming.... They can get the needed info to program the remote.
