I bought a 1999 volvo s80 2.9 from a private seller. i knew there was a problem with the air when i bought it. when i turn the air or heat on nothing blows out of the vents. i can hear it switch on like its supposed to but nothing blows. mechanic says everything, blower motor, fan and fuses are fine. said it might be the climate control panel. i bought a used panel and they installed it but it hasn't changed anything. do you think this is the problem or could it be something else. it's auto climate control. could it possibly need reprogramming?

First turn off the key wait 10 minutes, then disconnect the battery both leads. Touch the two leads together for a few seconds and reconnect the battery. That should allow the control unit to "reboot".
If more work is need use the dedicated diagnostic equipment to pull codes and follow the codes. I looked and did not find any current bulletins about an updated programming. You might try to call you local dealer for an update possibility.
