Volvo: Volvo S60 high, pitch whining noise under steering column., high pitch, volvo s60

My Volvo S60 non turbo 2001 has a high pitch, whining noise coming from lower steering colomn or brakes. The noise may begin after I start my car, while driving and the noise persists after the car is turned off.  The noise accelerates when you tap on the brakes.  Any ideas and estimates? I live in Hampton, Virginia.

Some cars have a "squealer" as part of the brake pad. That is to warn you the brakes may need replacement. Have a tech drive your car and listen to the noise or show him/her so that it can be traced. Price is determine as to the fault and problem along with what parts have worn out. Front pads and rotors $350.00 rears a little less.
