Land Rover Repair: 2000 Range Rover 4.0 fuel filter location, coolant temperature sensor, vacuum leaks

Hello,
I have a p0171 and a p0174 lean codes in both banks.  I have found no vacuum leaks, o2 sensors respond well between .2mv and .8mv, the multiplicitive is at 25!  the vehicle has 52480 miles so I know I will need to reset emissions light in 20 miles as well. also the fuel pump draw is 7 amps.  I am having a hell of a time finding the fuel filter? and getting to the rail service ports isnt to fun either so I dont have a fuel pressure reading yet, but I know it should be around 50 psi.  Can you tell me where the filter is located, how to reset emissions light, and anything else I may want to check for both banks being lean.  I know after I change the filter and I get a gauge on it for pressure I will want to think about the pressure regulator as well...any other hints?  Thanks.

Fuel filter is located at the right hand side, under the body, near the air tank.
Yes the correct pressure is: 3.5 bar (52 lbf.in2).

I think the fuel pressure maybe too low, maybe by the filter, or the regulator. You should check the coolant temperature sensor too!
