Volvo: car shuts off, running drain, volvo dealer

QUESTION: Hey Ray,I meant to ask you that prior to me getting the car to turn on, the car will shut off waiting on the light or anytime i would stop for a while.I remember taking to a mechanic and he change the fuel regulator but that did not fix it so we lease a vehicle for 2 years and never bother fixing it till now.Can you tell me where to start before taking to a volvo dealer.

ANSWER: Luis,
If the car has been sitting and not running, drain the oil and fuel replace with new. Charge or replace the battery. Remove the plugs and squirt a couple of squirts of oil into each cylinder slowly turn over the engine to distribute the oil, and install new plugs. Test both intank and main fuel pump for operation. Replace the fuel filter. Inspect under hood for any damage to wires and just make sure things look in place. Try and start the car watching for leaks and making sure there is spark. Make the needed repairs as you go.

QUESTION: Hey Ray,I have done all of the above except drain the gas i have about a quarter left,should i add new gas or drain it. Also I've noticed when i turn the key to the acc i hear the fuel pump and sometimes i don't,I tried to start it when i don't hear the pump and it obviously won't start,only when i hear the pump it would start.Is this why the car at times shuts off,do the pump normally stays on?

You can try to add gas, however the remained of the fuel in there could be much like varnish and I would not want that to get to my injectors. Diluting it would certainly help. Your choice.
The pump should continue to run all the time the engine is cranking over and running.
