Volvo: 95 960 - no power in power seats, no power to lighter, electrical faults, fuse box

Hi,
I have a 95 960 wagon with 214k miles. The power seats get no power to them. is this typically the switch or is might it be the motor? The heated seat fature doesn't work as well, which leads me to believe it may be the motor or a fuse they all may be connected to or its just a fluke and it wants me to be stuck in the seat position it is in. It is a pain in the butt as my pass seat is almost all the way up and I have a friend who is 6'3"...not so comfy for him. I also was wondering if this might at all be connected to same fuse as lighter in dash. That doesn't work either.
When I bought it from some dude missing 4 bottom teeth in New Hampshire, he said that the seat motor worked because he hardwired it to get the drivers in the position it is currently in.
How do/can I test this? I would love to save myself $100 in diagnostics to be able to figure out the problem myself. I would also rather save money and buy some parts I may need on EBay vs paying overpriced dealer.

Joe,
You need to see if there is power to the seat controls. You need to continue to follow the power to where it stops. At the point there is not any power, you need to see why. Wire broken connector loose. Same for the heated seat follow the power. If you look at the fuse box you should see that each seat has a seperate power source and that will be a circuit breaker. Start tracing power from there. Keep in mind fault tracing electrical faults is not an easy job if you are not skilled in automotive power systems. The lighter should be on a fuse test the fuse.
