Volvo: 91 240 w/alarm system, replacement remotes, blinking red light

I bought car from original owner and received 2 remotes. Neither works, however the alarm does.  The alarm is mounted on the driver's side of the windshield, triangular and has I, II, III on the alarm.  The alarm's blinking red light has 2 sections.  The car drives great but we never know when the alarm will prevent starting the car.  How do we deactivate the alarm or find replacement remotes? Any suggestions are gladly welcome.

It sounds like a Volvo alarm and the dealer maybe able to get remotes. There is also a web site remotes.com that might help. They also offer instructions on programming.
You can also look for the alarm control unit under the dash and try to unplug it.
You can go to an alarm shop and have the old unit removed and a new one installed.
