My 1995 Volvo kept needing water and ran hot and now it does not work what is wrong wit it is it the motor?

With the limited information that you have supplied, you have not told me what else is going on. If it was low on coolant and got very hot there is a good chance that the engine is in need of major repairs. If it will not start and the compression is low, then engine failure has already happened. You will need to get the car to a shop that works on Volvo's so more testing can be done.
