Replacing the pumps and relay may not be your problem. Do the pumps run, is the fuel pressure correct, has the fuel filter been changed? Maybe the problem is not fuel, it's a weak battery and can not turn over the engine fast enough. Get the car to a shop that works on Volvo's and tell them the symtoms leave the car for them to test. That should give you a better idea of what the car needs.
