after hitting puddle half of fuse panel out causing no start coil has spark no power to fuel pump fuse ecu?

Sounds like more than the fuses got wet. Start bt testing the flow of power. See what has power and what does not. Trace what does not have power, to fuses, wire harness, battery, grounds. The control unit may have gotten wet and shorted out.
