Question
We just had a new rack installed, but meet resistance when turning the steering wheel left or right. It seems really tight, not smooth. And, the wheel doesn't want to return to normal on its own. Power fluid has been checked, and it's OK. What could be the problem?

My best guess with out seeing and testing the car is that the rack you received is a defective one. Just for making  sure of things you said the fluid is full, how about the belt for the pump is it tight and does it spin? The crank pulleys on that engine sometimes wear out and slip, so that means the other pulleys that it drives will also run slow because of the slipping crankshaft damper pulley.
