Volvo: 850 grinding/whirring noise, failure modes, annoying noise

I own a 1996 850 GLT sedan, normally aspirated. 114K mi. (my third volvo) When I turn the key to the accessory position, there is an immediate grinding/whirring noise from the right front part of the engine compartment.  It started intermittently a few months back, but is now constant.  My decidedly low tech troubleshooting was to temporarily pull & reset fuses one at a time until the noise stopped.  The noise stopped when I pulled fuse 34, 25 Amp, for horn/front wiper/washer.  What components are on this circuit, energized at any key position other than "off?"  Do any have failure modes I should be concerned about?  Or can I afford to live with the annoying noise and replace whatever it is when it finally goes kaput?

Check the wiper motor for the headlight on that side. When those motors go bad they get stuck in the on position. I have removed many of those for that reason. You can find the power wire that goes to the motor and unplug it so no power flows and that will keep it from "grinding". Now if you want the wipers to work then you will have to have that motor changed.
