Volvo: SRS -- Urgent Service, reconstruction surgery, seat belts

I took my car to the dealer for a couple of items, including the "SRS -- Urgent Service" message.   I had the other items repaired, but their answer for the SRS message made no sense to me.   The diagnosis was that both front seat belts were malfunctioning and needed to be replaced.   Well clearly the belts are working in the sense that they buckle and unbuckle normally.   More importantly, if there was a malfunction I'd be shocked that two independent belts would fail at the exact same time!  I decided not to have 2 belts changed at the cost of $700 when I'm not convinced they're the source of the problem.   But it bugs me that the "SRS - Urgent Service" message can't be cleared, so I guess I'm going to have to cave in.     

Was I wrong to resist the dealer's suggestion?  I keep thinking that surely there must be me a sensing unit that could be checked or replaced without having to replace the seat belt units themselves.

You did not say what the fault was in the belts. There must have been a reason. I would say the reason was the pretensioning device is not operatable so the message remains. If there is a fault in the system the only way to turn off the light is to repair the fault. You can not simply bypass and turn off the light since it is a safety device. It is in your best interest to have the system repaired as it is a safety feature that works with the rest of the system to keep everyone safe in case of an accident.
As I was told while in service school learning about all the latest features, "what is $700 to $1000 compared to months of reconstruction surgery because you hit the steering wheel".
