Volvo: s70 cold start, cold test, cold weather

1998 s70 does not want to start right away when temp is below freezing. tries to start then dies. try 5 to 10 over a 15 mintute period before keeps running. acts like it starves for gas. will run for about 5 secounds then die. keep cranking let sit crank will finally start after a while. runs fine after start all day just after sitting all night in cold weather. anything i can do to fix?
just strange that only happens in cold weather. runs fine otherwise.

Read he codes in the control unit and see if there is a code for coolant temp sensor. Test the fuel pressure when the car is hard to start. Has the car had a recent tune up? If not tune and retest. Pay special attention to the cap rotor and wires. Does the car crank over too slowly cold? Test the battery and charging system. Some of the Volvos tend to start better with the three prong plugs that Volvo sells.
