Volvo: 1989 240 DL Wiper Swtich, windshield wipers, wiper switch

Out of the 3 speed settings for the windshield wipers, two of them don't work.  The third (fastest) works fine and the wiper fluid sprayer setting works fine too.  The wiper motor has recently been replaced.  Does the switch need to be replaced as well?

There is a relay also it is left floor board under the carpet way up on the upper left and it slides down behind a stamped steel plate. Black in color. I have seen relays that get filled with water and short out. The wiper switch also could be bad. Try testing for power at the motor in all the different switch settings. Run power to the wires and see if any of those also work the different speeds.
