Volvo: volvo 440 engine b20f 1995, coolant temp, engine coolant

hi,tried everything,engine idling at 2500rpm and wont come down,fault code read,comes up with engine coolant temp,idle speed control valve,both been changed and still the same ,wiring checked,have noticed can achieve idle by  taken vacuume pipe of gm map sensor or disconnecting idlespeed contol valve and blocking ends,please help

In the U.S. we do not have the 440 Volvo. My best guess would be since both components have been replaced then the wiring or the control unit is at fault. Follow the fault tracing that is set up for the fuel system you have. It should show how to use the breakout box and do a pin by pin connection test.
