Volvo: headlights, inner fender, headlight switch

My Volvo is older than 2000, but I thought I would ask anyway. 1980 Volvo DL
Car starts fine but I went to turn on headlights & nothing came on-stayed dark.
Look in manual to see what fuse it was & there is no mention of a fuse for
headlights. Dashboard stayed dark, too.

Headlights are not fused. Battery power to the headlight switch and then to the relay on to the headlights. Do you have power to the switch? Leaving the switch? Power to the headlights? Power to the headlight relay? That is the relay that is under the hood on the left front inner fender on a rail. About three inches long and inch and a half wide silver in color.
