Volvo: Vovlo tires, yokohama tires, snow traction

I have purchased a 1998 S70 Standard a year ago with only 94,000 miles to date.  For the climate of Pennsylvania what is a good tire for highway mileage (treadwear), quietness and snow traction, that is less expensive than the Michellin?  Also, after replacing my axle and front struts, I hear a clacking in hard slow turns, and a squealing  in/near the front driver's wheel/fender on the highway...what could that be?

Try Yokohama tires they are not as good as the Michelin, but are less expensive. Make sure the temp and tread wear ratings are A.
The noise in the front end will be something that will need to be a hands on. You need someone there to listen as the noise happens. It really sounds like the axle you replaced is bad and making noise. Just to be safe check the front axle bearing. However they generally make a loud whinnying sound. Does not hurt to be sure.
