Volvo: Tune Up & Break Lights, volvo 240 dl, flame trap

I have a 2 part question.  I recently bought a 1986 Volvo 240 DL. It's condition is excellent.  The engine is clea/ 1 owner/ garage kept/well maintained/ 118k miles.  Since the previous owner is deceased I can't ask any questions.  I called a very reputable foreign auto mechanic in my area (Chicago) and he gave me a rough estimate starting at 200.00 for a tune up.  I called the mechanic that has been working on the car while the previous owner had it and he put the estimate at 600.00.  You know how mechanics can be with women...and I admit i don't know much about cars other than that I should have it maintained on a regular basis.  I uderstood a good tune-up included: plugs & wires, oil filter, air filter, breather filter, fuel filter, automatic trans filter, oxygen sensor, checking for seal leaks etc.  Can there be this much of a difference in quotes?  I fell in love with this car and I want to take care of it.  Why would there be such a difference?  Do mechanics get ticked if you get the parts yourself (Bosch parts cheaper on line).  
Question 2.  My break lights went out... changed the fuse... nothing happened...checked the bulbes... nothing... what next?

getting all these things fixed now is not necessary, i think mechanics charge too much; 200 is more like it; but there is some good  news, if it runs fine and starts right up and has no problems you don't need to tune it up right now, but i highly recomend the oil, oil filter (if it has high mileage use 15w 50 SYNTHETIC in winter and 20w50 in summer), spark plugs, spark plug wires, and most importantly, the distributor cap- its above the fan belts usually orange or black plastic, has 5 wires coming out of it going to spark plugs(the middle one goes to the coil) and theres a rotor inside of the cap that needs to be changed too; i would change the air filter; the oxygen sensor doesn't need to be changed, another important item is the "flame trap" (i would give this item the highest priority) and the vacuum fitting on intake manifold going to the flame trap needs to be cleaned, you should get it changed (flame trap) ASAP, the seals can wait, along with transmission filter, fuel filter can wait but don't forget it. I think your brake light switch is broken--it's next to the brake pedal,mechanics don't like you to get your own parts because they get them for 50% of what you pay and then mark up the price 300% it's just that their tools are very expensive and they have to pay rent
