Volvo: Timing belt movement, pullys, timing belt

I am replacing the timing belt in my 240Dl Wagon  1987. I have lined up all timing marks along with the marks on the new belt and after each rotation all marks in the pullys are still lined up but the marks on the new belt are off by 2. It is not jumping teeth.Why?

The marks on the belt are there for the installation and will not line up after the engine has been rotated. Something to do with the crank going around twice for each cam rotation. As long as all the marks on the gears do align you have done it right.
