Volvo: turbocharger, vacuum hoses, metal hoses

Question
Is it possible that the front panel indicator is reversed?  When I start the car the hand of the indicator moves to the left (white region), but when I accelerate the indicator moves to the centre or even to the right (black region)?  I had never driven a car with turbo, but I imagine that it should be working like this except according to the owner’s manual exactly in the opposite direction.  In any case, I will have someone to take a look at it. Thank you for your time, m.

Question -
I just bought a 1994 volvo 940 vagon turbo (190 000 miles) and the boost pressure gauge stays on the left side (the in white section) all the time.  According to owners manual that means that the turbocharger provides pressure all the time.  Should I get it tuned or is this acceptable?  Thank you, m.

Answer -
this is an unacceptable condition, i'm sorry i know how turbos work but not a total expert in turbos, but i know they have a wastgate to divert pressure so you need to have it fixed,i know it can cause damage

Answer
i don't think it's reversed, the wires  or a wire or maybe a vacuum hose missing or cracked if they use vacuum hoses for indicators, i would find out what hoses (and what type) are connected to the turbo equipment and make sure they are not damaged /loose /broken, i know that oil pressure indicators have metal hoses, so there are different kinds
