Thanks. Not quite there yet. The ignition switch has been problematic for awhile. Tonight after sanding down all contacts under the hood, it wouldn't give back the key, seemingly in any position. Often in the past after puling the key out, the chimes would ring when the door opens. Odd. The battery is rather new (last year), but then this is 110 degree Arizona. Seems like if the radio, lights, wipers work, that the engine should at least try to start, as with a weak battery.  Behavior reminds me of when I leave the car in something other than park, and the car won't start, but the radio will.  The sticking key and door chime after removal makes me believe that it might be the ignition assembly.  Is that expensive or hard to replace?  Any advice would be appreciated.

I try to start my Volvo 1986  240DL sedan, but it won't attempt to start.  When I turn the key, the display items light up, bell rings with the door open,  but, there is no noise like the engine is attempting to turn over.  No sound. Windshield wipers work (accidentally moved them).

What do you suppose it is?

The battery or the connections might be poor. See the started uses so much more electrical power than the wipers it is possible that there is not enough power in the battery (due to a bad battery, an inoperative charging system, poor connections,etc.) to operate the starter. Also possible if the car has an automatic trans the netural saftey switch could be bad or out of adjustment.
Starters go bad and ignition switches fail. Start at the battery and begin the process of testing for power to the starter and continue all the way to the switch elemaninating as you go.

The ignition is not real hard to change, a bit tricky usually the bolts need to be drilled out as they are "break off" bolts to make it more difficult to steal the car. I would look into a used Ignition lock assembly in the area of $50.00.
Check to see if you are getting 12 volts at the small wire on the started. You need at least 10.5 volts to get the starter to engage, anything less may not be enough to engage the starter.
