Volvo: Steering, wheel and tires, steering wheel

Hello, I drive a 1983 240DL wagon, 180K miles.  When I start my car, the steering wheel and front tires force to the complete left.  I am able to drag the steering wheel and tires back with all my strength.  If I turn the car off, I am able to turn the wheel and tires easily.  Thought the valve to steering box might be frozen so let thaw in garage with no improvement.  I have been told that it could require a full rack and pinion replacement?

I've never heard of power steering forcing the wheel one way or the other, then be fine with the car turned off.  My first inclination would be that there was a physical break in the linkage of the rank and pinion, and you probably will need some large portion of the system replaced.  I would get under the car while it turns on then off to see if you can see what is moving and possibly what is broken.  That will help tell the whole story.  Good luck!
