I am not a Kentucky resident.  However, I did go to the Ky Division of Drivers Licensing

It appears that the minimum age for a Ky permit is 16.  Apparently there is no provisions for someone younger to obtain a permit.

However, I would recommend you obtain a Ky drivers manual as soon as possible and start studying it.  The instructions may seem simple but there are many rules that even experienced drivers are not aware which exist.

I would highly suggest when you do receive your permit, you contact a driving school and take at least a few lesson. Often a young student will not feel so tense as they might with his own parents.

Finally from a civics point of view, you might consider corresponding with your state Legislature and ask him to propose a bill which would allow 15 years olds to obtain a permit.  Personally, I would support such a bill, provided the waiting time to take a road test remains the same.  When you write your legislator, provide him with detailed reasons why the age limit should be lowered.  In addition you could contact your school teacher - (English and/or Civics) and possibly make this an extra credit project.

Good luck - and let me know when you pass your road test!
