Driving & Driving Test Tips: making a proper left hand turn, rule of the road, yeild

Question
As I approach an intersection to make a left hand turn,
another driver approaches from the opposite direction. I
feel that I should pass the other driver on my left side
before turning left behind him. This seems to confuse the
other driver who intends to turn left in front of me and
pass me on my right side. Is there an established rule of
the road of this situation? Which of us is correct?

Answer
The rules of the road are that if two vehicles are approaching each other and intending to make a left turn at an intersection, you would enter the intersection, yeild to passing traffic and then turn when it is safe to do so.  This would also apply to the driver coming toward you from the other direction.

you would not go past the other driver to turn at an intersection, but you would turn in front of each other.
