QUESTION: Can you pull into the intersection and wait for oncoming traffic to go through while making a left turn?

Answer
es you can pull half the way into the intersection to wait for crossing traffic to go by.  And you can still make your turn if the light goes to yellow or red, in that; you are legally in the intersectiona and cross traffic is supposed to yield to you to complete your turn.
