Driving & Driving Test Tips: do i have any rights?, turning radius, car lengths


Question
I was just in an accident. I am not even sure whose fault it is but it doesn't
feel like mine.
I was parked on a hill near an intersection. I pulled out and was making a U
turn to go in the opposite direction -away from the intersection that was
about 3 car lengths from the top of the hill.
As I was making the turn i realized my cars turning radius might not make
the turn and so i would have to back up. It was right then that i was hit by a
car coming around the corner from the intersection.
I was hit pretty hard and the wheel housing is bashed in . I wrenched my
neck and bruised my hip some how- i think against the emergency brake.
The woman that hit me was driving a BMW and was insured.
My insurance lapsed, upon checking , i reailzed I am uninsured. Do I have any
rights?
Am I immediately at fault because i was doing a U-turn from a parrellel
parking position across a double yellow line?
We exchanged numbers. She is my neighbor. We did not call a police officer.
She says she is not hurt but I am a bit.
I immediately have reinstated my car insurance but I'm sure that has no
bearing on what has happened.
So...to summarize- Am I at fault for making a U-turn across a double yellow
line  and being uninsured?

Yes you are at fault.  First the U-turn from the wrong location in the roadway, second over the doublew yellow lines (you are not even suuposed to go over them except to turn left into a driveway) and you were on a hill where on coming traffic could not see you over the crest.
