Actually I have a couple I have been looking up the laws for driving and using a cell phone but I can not really find a correct answer.And why do different state have different rules for obtaining your first license?

the same holds true for cell phone use as well as obtaining a license.  each state makes the rules pertaining to thier state therefore there are different rules for the individual states and you have to go to your particular state laws that cover these issues.
