for a typical rear wheel drive car, is it better to have a  50:50 front:rear weight distribution? or is it better to have a rear weight bias?

will weight bias of a RWD vehicle with a lot of torque be any different?

Answer
Usually, 50-50 weight distribution is the best you can get.  This applies to road cars and road racing cars.  But for drag racing, up to a point, more rear weight bias is better.

Example: Top fuel cars have the engine almost on top of the rear axle, and they have a very long but light frame out front for steering only.  

All sorts of factors affect what is optimal though, so the overall power, the power band (rpm range), types of tires, gearing, and suspension all contribute to how the car behaves.
