How long would it take an average 21 year old female to learn to drive and be road worthy?

There is really no way of telling how long it will take. It really is dependant on the person. It is true that the older that you get the longer it will take to learn. This is really only a general rule and again is different for every individual. You asked in your question about a 21 year old female. The gender of the individual is not a factor (in my experiance) of the amount of training required.
