The requirements for getting a new drivers license in another state normally would include the full process of a written AND a practical behind-the-wheel (physical) testing process. The physical test is also usually waived IF you had a VALID drivers license from another state. The operative word here is a DL which is valid.

Given your DL in California is suspended, you would have to meet ALL their requirements. Further, they have the right to refuse your request until you have been cleared from all the issues and reasons your license was suspended in California in the first place (tickets). This would be true regardless of the State that had suspended your DL and where you were relocating to.

This doesn't mean they will force you to pay the tickets, but they can hold up the licensing process until that is done. I recommend you ask the Arizona DMV this question to be sure of the policy.
